Regulatory Context

Wisconsin administers a strong state wetland program under NR 103, which requires a state Individual Permit for wetland impacts affecting more than 10,000 sq ft (or 3,000 sq ft in certain high-quality resources) and mandates mitigation ratios that often exceed federal requirements. WDNR coordinates with the Corps but issues independent state determinations. Northern Wisconsin's extensive peatlands require specialized hydrology documentation not covered by standard Corps methods.
